Fly 11 jumps to Jark in Derelik to pick up an item (Encrypted Tranmission, 0.1m3).
This is actually an encouter. Non-deadspace, no acceleration gate. Warps in at 40k from target (Tili's Brothel). When you get close (28km) to the Red Light Palace a number of Mercenary NPCs will spawn within a few KM, doing quite a bit of mixed-type damage. Recommend short range heavy weapons for the BSs and longer range light weapons and drones for the cruisers and frigates.

You will need to kill the NPCs to complete the mission; just tanking them, picking up the Encrypted Transmission and returning to the agent is not sufficient.

Web/Scramble: didn't let any frigates get close enough to find out
Note
The mission info says they are sending you to Arzad (which is Amarr low-sec) but for me the mission was actually in Erstur 1 jump from Aldrat (RSS Liaison Headquarters, agent home base).
