Who offers this mission, does anybody know? Never once seen it for empire agents.

Angel Cartel offered me this mission. I confirm the shiptypes and amounts. I used a AC Macha with MWD. Since there is no friggs I believe arty fit would be better.

The first spawn (Bloodraiders) was 80km away from the Minmatar industrial.
The second spawn (Serpentis) was 140km away from the first spawn.
The third spawn (Guristas) was 140km away from the second spawn (exactly where the first spawn was)

Nice and quick mission with some bounty in it. No blitzing possible it seems.
