Mission type: COSMOS inter-linking mission.

For this, you need to have completed the mission Kutill's Warez - Hacker's Equipment (part 1 of 3) for Dagras Kutill at the same COSMOS mission site, otherwise you will not have access to Kutill's Data Chip, the mission objective item. These can be bought off contracts but the market for them is unreliable.

After you have the Data Chip in your cargohold, speak to the agent, accept the mission and immediately complete it.
